Bachelor degrees in Social Sciences and in Legal Sciences (Pontificia Universidad Católica - Rio de Janeiro). Training for the Diplomatic Career (Instituto Rio Branco) and Training Course in Economic Development Problems (CEPAL-1960).
Since 2004, Amb. Gonçalves is President of STRAT Consulting do Brazil
Minister of Industry and Trade of Brazil; Special Representative of the Brazilian President in MERCOSUR Matters; Brazilian Ambassador to Argentina; Head of Management General Services of the Ministry of Foreign Relations, among other.
He has participated in the negotiation of the following agreements: Agreement to Prevent Tax Evasion and Combined Income Levy; IV Meeting of Internal Tax Directors, ALALC, Mexico
He has participated in multilateral negotiations of the GATT
He has held positions in several countries, Russia, Italy, Chile, France and Argentina, amongst them
